Under the state’s Competitive Housing Assistance for Multifamily Properties, or CHAMP, the Glendower Group Inc., a subsidiary of the New Haven Housing Authority, got $3.8 million toward construction of four buildings on a vacant site for 45 residential units: 36 affordable and nine market-rate.
