The state House of Representatives approved a constitutional lock box Tuesday that would prevent any transportation money from being spent for any other purposes – paving the way for an impassioned debate on highway tolls. Gov. Dannel P. Malloy has been pushing for more than four years for the lock box, and he says the box should be approved before any plan for highway tolls can go ahead.
