On Monday, the day after President Donald Trump signed a $900 billion spending bill with COVID-19 relief measures, Gov. Ned Lamont provided preliminary numbers detailing how Connecticut will receive more than $4 billion in direct relief, with much more to come in additional relief. The direct relief to the state includes $1.6 billion for the $600 stimulus checks going to those making under $75,000, and $695.1 million for unemployment benefits. Outside of that $4 billion is what the governor’s office calls “additional relief,” including another round of Paycheck Protection Program funding, support for live venues and cultural institutions, capital investments in neighborhoods disproportionately impacted by the pandemic, additional SNAP benefits, and more. The latest PPP funding is restricted to businesses that have 300 or fewer employees and have experienced at least a 25% drop in revenue during at least one quarter of 2020. Businesses that already received a PPP loan this year can apply again. DECD launched the $50 million CT Cares Small Business Grant Program at the end of October and received more than 18,000 applications, she said. The goal is to fund 10,000 businesses in the next week with a one-time grant of $5,000; close to 6,000 have been approved and notified so far, and DECD is working on the rest.
