The collapse of a nearly 100-year-old sewer pipe near the Riverwalk on Pershing Drive is threatening the Naugatuck River and nearby businesses, including several restaurants along the busy street that runs into Derby. As a result, the Board of Aldermen and the Water Pollution Control Authority Commission met in an emergency session Tuesday night at City Hall. “That’s what happens in cities with old, unmaintained infrastructures and no capitol improvement plans,” said Sheila O’Malley, the city’s economic development director and grants writer.
