Amid dwindling dollars, Norwalk residents hit state Transportation Commissioner Jim Redeker hard Wednesday evening on why the state is moving forward with a $1 billion plan to replace the Walk Bridge. Transit District CEO Kim Morton said the district was flat-funded by the state in 2016, received a 2 percent decrease in 2017 and has been flat-funded this year, forcing it to consider further fare hikes and service reductions.
