The Town Council unanimously approved a bid waiver this week for design work on a state-mandated phosphorus removal upgrade at the town’s wastewater treatment plant. Utility officials said the waiver was needed for the town to enter into a construction contract by July 1, 2019, the deadline to be eligible for the maximum amount of grant funding for the project, estimated to cost $47 million.
