Randy Salvatore, owner of RMS Companies, the group chosen by the city to build 800 apartments and 60,000 square feet of retail space in the long-barren neighborhood, outlined a proposal that would begin with 200 housing units behind the Red Lion Hotel on Trumbull Street. The more than $200 million project would be financed primarily with private funds. RMS will also pursue a loan from the Capital Region Development Authority similar to what the group has given others with robust developments, Salvatore said.
