The Capital Region Development Authority has asked SCI Architects of New York and Stafford Sports, a sports and entertainment consulting firm in New Jersey, to develop options for a makeover that could cost between $75 million and $100 million. Even if an acceptable scaled-back plan emerges, there are still significant obstacles to any renovation. The state legislature must still approve the funding. There is a significant divide between lawmakers who say it is time to stop borrowing to invest in the aging arena and those who say the XL Center is key to the city’s revitalization.
