The conventional political wisdom among many at the state Capitol was that Gov. Dannel P. Malloy, a major cheerleader for Democrat Hillary Rodham Clinton, would head south to Washington, D.C., to become part of her new administration. But that never worked out for Clinton or Malloy, and now political insiders are wondering whether Malloy will try for a third gubernatorial term in Connecticut. Very quietly, Malloy, whose approval rating has dipped into the mid-20s, is starting to consider running again.
