The city Planning and Zoning Commission on Wednesday unanimously approved a plan to build a 60-unit apartment building on Franklin Street. The next step in the approval process is a vote by the City Council on a memorandum of understanding with the developer. The race for city approval comes as Pennrose, the city’s preferred developer for the city-owned site, looks to submit its application to the Connecticut Housing Finance Authority by a November deadline. A decision would come next spring.
